EIT Knowledge and Innovation Communities (KICs) bring together public authorities (municipalities), businesses (industry and SMEs), research centres and universities as partners, creating a favourable environment for creative thought and innovation to flourish, allowing innovative products and services to be developed in every area imaginable, including climate change, healthy living and active ageing, new companies to be started, and a new generation of entrepreneurs to be trained. They carry out a whole range of activities that cover the entire innovation chain – including training and education programmes, reinforcing the journey from research to the market, innovation projects as well as business incubators and accelerators. Innovation Communities have been conceived so that they are able to react in an effective and flexible way to new challenges and changing environments.

EIT Urban Mobility is an Innovation Community funded by the EU and is currently consisting of 90 partners from 15 countries dedicated to accelerating solutions that improve our collective use of urban spaces, while ensuring accessible, convenient, safe, efficient, sustainable and affordable multimodal mobility. EIT Urban Mobility’s objective is to rethink urban spaces, overcoming fragmentation by integrating all urban mobility players – including cities and citizens – and increasing social inclusion and equality.


The Head of Finance is responsible for all financial and legal matters including accounting, procurement, banking relationships as well as forecasting, budgeting and multi-year financial planning.


Key Responsibilities:

§  Lead financing strategies and activities, accounting, and banking relationships.

§  Lead cash flow planning, ensuring availability of funds as needed.

§  Responsible for forecasting, budgeting and multi-year financial planning.

§  Develop and implement the financial framework and develop guidelines for EIT Urban Mobility Partners based on relevant regulations (mainly the Horizon 2020 framework).

§  Contribute to long term financial sustainability planning of EIT Urban Mobility.

§  Develop and deliver streamlined administrative/financial systems and controls to support sustainable financial growth.

§  Ensure legal and regulatory compliance for all financial aspects of EIT Urban Mobility’s business in all locations.

§  Work with the Management Team to develop and deliver the annual Business Plan.

§  Point-of-contact to the EIT HQ for all financial issues with regard to delivering the Business Plan.

§  Oversee procurement processes and implement existing procurement policy.

§  Work closely with all Innovation Hub Directors to ensure optimal synergies.


Reporting and Compliance:

§  Lead monthly and quarterly review processes to monitor progress against financial goals

§  Ensure timely, accurate and relevant financial and management reporting, integrating appropriate non-financial measures

§  Ensure appropriate and timely internal and external reporting of all financial aspects in line with requirements.

§  Ensure that the planning and reporting workload of partner organizations is minimized.

§  Contribute to the continuous monitoring of the financial KPIs for EIT Urban Mobility and its Partners on the Business Plans, and collaborate with the relevant EIT Urban Mobility staff to develop, and deliver amendments to the annual Business Plan to the EIT as required.

Offer Requirements

§  REQUIRED EDUCATION LEVEL: Economics bachelor’s degree or equivalent.

§  REQUIRED LANGUAGES: ENGLISH: Excellent. SPANISH: Excellent. Other EU languages are a plus.


§  Efficient in producing and analysing financial reports

§  Confident in forecasting and preparing budgets

§  Hands-on and analytical, organized and accurate

§  Pro-active, supportive and customer-focused

§  Persistent and able to be successful in a challenging and ambiguous business environment

§  Ability to drive transparency and simplicity in complex administrative and business processes

§  Effective communication skills

§  IT skills (MS Office – Excel)

Candidate profile:

§  Minimum of 5 years relevant work experience in a public or private entity, controller experience is a plus.

§  Sound understanding of relevant EU funding rules and guidelines (most importantly, the EU Horizon 2020 program).

§  Thorough knowledge of accounting principles and procedures following Spanish Law.

§  Familiar with general ledger functions and the month-end/year end close process.

§  Familiar with Spanish VAT reporting.

§  Excellent accounting software user and administration skills.

§  Experience in mobilizing people, leading complex programs and driving results in a matrixed and complex international environment.

§  Experience of international business at the intersection between public and private sector is a plus.

§  Understanding of legal and tax matters related to non-profit associations and limited liability companies (statutes, partners assemblies, contract review, VAT, etc).

Appointment and salary

We offer a fulltime job with attractive salary and benefits. The aim is to ensure that a permanent Head of Finance of EIT Urban Mobility is in place by 31 December 2019.


The role will be based in Barcelona (Spain).
